save the earth and set ourselves at the seventh campaign of Caterpillar - Rai Radio 2 "M'illumino less, we interviewed the economist and writer Guido Viale importance of energy saving and proper management of the waste cycle

the environment is a recurring theme of national and international policy agendas, but the targets are faced with difficulties of implementation, political obstacles, the prevalence of the reasons for the profit on those of the health of the planet. That environment is a lost cause?

environmental That can not be a losing battle, because what is at stake is our presence on the planet. If we fail, the Earth will continue to exist (and probably life on it), but without us, because we are destroying the environmental conditions that have allowed humanity to grow, prosper and take advantage of the wealth natural.

Over the years, the environmental cause will become essential for survival, not only in the eyes of the people more aware and better informed, but to all men and industry.

Undoubtedly, the earlier we begin to curb pollution and overexploitation of natural resources, the less of Earth's inhabitants will have to pay for an environmental disaster that is already consuming. Despite the misinformation and the scant attention the media devote to solving the problem, the generality of citizens is more prudent and sensible as they are not rulers or the industrial world, on the contrary shows a lack of culture not only environment, but more generally civil.

In Italy the inability to manage the cycle of waste is poisoning vast areas of the country and what is still called "emergency" increasingly resembles a chronic disease for some territories, such as Campania and Sicily. .. What strategies is urgent to put in place to curb the problem?

The waste crisis in Campania should not be considered a disease, unfortunately, is a project aware of the devastation of the area, designed with the aim of being able to manage in an emergency situation, overriding and nullifying the powers of local governments (municipal, provincial and regional) and making the management land in the hands of powers "extraordinary rendition", the Commissioners, from where it migrates - as is amply demonstrated - first to the local mafia and organized crime and the other to some large enterprises in North, as in this case "Impregilo "- which was responsible for eight years of waste management throughout the region - and then the Lombard" A2A ", which inherited the management of the incinerator and two waste treatment plants.

This is a practice that the Canadian journalist and activist Naomi Klein describes in her book "Shock Doctrine", published by Rizzoli: they exploit natural disasters (or artificial, man-made) to establish a regime in the entire territories of government land suspending - temporarily or permanently - all constitutional rules, to entrust the management of their power and interests in private companies.

What can you do to the so-called "emergency" waste is as simple as only applying in practice what the European Directive 98/2008 [link] provides, in summary, in four steps. The first is preventing the production of waste, there are a wide range of policies implemented in many regions that may lead to reduce the amount of waste produced. It was done in Germany, even in large cities, like Berlin, so we can succeed even in Italy. The second point, the real innovation European directive, is to practice reuse: where possible we must find the means and channels to recirculate the product, repair and recovery in the form and for the purposes for which they were produced. Italy has implemented this measure, but rules are needed for the application of fiscal, administrative, economic and cultural because it can see the benefits. The third measure is the recycling of municipal and industrial waste, which can only be effective with the collection. Finally, the treatment of the residual: even those materials that the collection has not been able to isolate must be further selected.

short, what you can not recycle, it can be reused?

Exactly. There are already good examples of systems that allow the recycling of total waste. The material ecoballe not checked that Campania exports to Germany, when Germans were incinerated. But now are used in recycling plants. Besides killing the amount of waste, this is a real treasure, that we would be buried or incinerated.

This year the Rai Radio 2 Caterpillar promotes the initiative "M'illumino less" that puts the spotlight on energy savings declined in everyday life. Small gestures, large scale. But they can affect the problem of pollution and depletion of natural resources? I think it is very important

virtuous behavior for the individual environment, especially when not only the result of a personal choice, but part of a promotion program created by the needs and wishes of a group and not "fallen from above ".

Surely the campaign M'illumino less "is an initiative of this kind. It has a political value, because it gathers people of good will and is exemplary, because it demonstrates concretely that by adopting good habits you can consume a lot less (and therefore have less impact on the environment) without sacrificing essential to the benefits of progress and modern life. Of course such things are not enough. Next to them I'd need an industrial policy of conversion to more environmentally friendly systems. In the case of lighting, there are great waste, not only in individual homes, but especially in the lighting of public buildings, offices, shopping malls, advertising and street lighting. With the LED lighting technologies, with the same lighting effect, you can have one-tenth of consumption, up to one-twentieth lower than incandescent lighting. A change that could represent a gain in economic terms, yet the industry and public administration does not seem to have gotten the message ...

In your latest book, "The culture of reuse" published by Laterza propose the transformation of ecological stations, where today is entrusted with the bulk waste, in more complex structures, where you can select the goods that can be restored trade or from which you can get reusable parts. Therefore not recycling, but reuse of the object or part of it. Can you explain more about this proposal?

imagine the ecological sites as a point of attraction and a meeting of citizens. Could have enormous significance not only in terms of reducing environmental impact and financial gain for those who uses it, but also for socializing. Today there are already organizations (typically in Italy are cooperatives) who are dedicated to reuse, that is, to retrieve objects still intact or easily repairable

to put them back in circulation, but the activity is still marginal. Now that the European legislation (as well as national) authorizes this activity, the "recycle" could become the place where cooperatives operate the selection of materials, repairing the items or leasing those rights to anyone who wants to do to put them back on the market. But also a place of training for new artisans who want to dedicate themselves to this activity and where people who want to engage in a conscious and efficient Do it yourself "might find training courses and the possibility of using, under the supervision of people who ensure proper use and safety, equipment and machinery that can not be kept at home or bought it because it would use the once ' year or once in a lifetime. The site also recycles could find an exhibition space to exhibit what is created by our waste, thus promoting the pride of a virtuous behavior that actually helps the environment.

not think it's a utopian design?

I do not think that is impractical. E 'concrete utopia, to borrow an expression of Alex Langer. If there was the good will and understanding of the problem - something that is completely missing the majority of our administrators - would be a relatively easy project to accomplish. It would create a lot of jobs, lots of savings, reduced environmental impact and growth of a civic culture and environment that is not based only on opinions, guidelines, desires, but on a concrete practice, which we can measure its effectiveness.
