E’ proprio il materiale contro cui sono insorti gli abitanti del Parco del Vesuvio.
Allora, siccome tutto sarebbe finito in discariche, la L. 213 ne prevedeva ben 11 (poi diventate 12), di cui: quattro in aree protette (cosa vietata da una precedente legge mai abrogata); due già costruite da De Gennaro, in aree geologicamente a rischio (infatti stanno franando) e uno in area di camorra (famiglia Schiavone), dove avrebbe arise due to the fourth incinerator.
