Ma siccome di inceneritori ce ne è – e ce ne sarà per molto tempo – uno solo, quello di Acerra, inaugurato in pompa magna l’anno scorso, ma che funziona poco e male, Bertolaso era corso ai ripari: aveva cambiato il nome agli impianti (da Cdr a Stir), utilizzandoli come frullini per tritare rifiuti indifferenziati e poi mandarli a bruciare nell’inceneritore o a putrefare nelle discariche. Di qui i miasmi che appestano la popolazione che ci abita accanto, oltre al percolato che dilava nelle falde e al metano che ne esala, moltiplicando il contributo italiano all’effetto serra. Di impianti di compostaggio, poi, neanche a parlarne: quelli che già c’erano sono stati usati come depositi di ecoballe e in Campania i Comuni che fanno la raccolta differenziata dell’organico devono spedirlo in Veneto o in Sicilia a costi proibitivi.
Dunque, per far “sparire” (dalla vista) i rifiuti non restavano che le discariche. La legge 123/2008 ne impone undici (poi diventate dodici). Sono quasi tutte in aree naturalistiche protette, in cui la legge italiana e la normativa europea vieta di insediarle (esempio da manuale di una legge che ne contradicts not repeal).
